If a customer can surf by ip but cannot bring up a web page by name there are normally 2 things they will cause this.
#1.-The Windows installation is not handling DNS properly.
#.2 -Or the DNS Server (The server that converts names to ip's and vice versa) is not doing its job converting the names to ip's.
Heres one way to find out, run nslookup while in DOS. Heres how you do it!
Have the customer open a DOS Prompt, and then type in "nslookup". The first thing that will come up when the customer types in nslookup is his Network DNS server IP address as shown below in blue.
Then have them type in the IP address of their DNS server which should give you the name of the server. Shown below I typed in Coldwater Michigan's DNS server IP address "24.241.127.9" and when I did it told me that servers name which is shown below in blue (SERV1-Coldwater-MI.hsacorp.net).
Then to test the DNS server of their area either from the customers computer or anywhere for that matter type in a web address. shown below I used www.neotechcc.org as an example. The resulting output should be that websites IP address (199.231.128.165) as shown in blue below.
To simplify it you are in essence asking that DNS server (24.241.127.9) what the IP address of that website (www.neotechcc.org) is, this is called Domain Name Resolution or DNS, thus a DNS server ....get it!
If it does the DNS Server is working properly then the issue is probably with Windows on their PC. One way to maybe help this problem is to specify DNS in there Network settings of the Network device i.e. Ethernet card.
If something like the following above output is not seen, then the Local DNS Server is probably down.
